408签证能移民吗？
1. 什么是408豁免？ 澳大利亚内政部的网站是这样定义这个的： A 408 exemption is a form of permission that allows you to stay or undertake activities in Australia for a limited period during the pandemic， where there would otherwise be an obligation to leave under Australian law (e. g． as part of your visa conditions) and/or where it may be dangerous to remain outside Australia due to COVID-19（冠状病毒病）. 简而言之，就是如果你因为某些原因不能离开澳洲的话，可以申请一个允许你暂时不离澳的豁免（exemption）。
2. 为什么要申请408豁免？ 移民局给这些人的定位是“low value”旅客 —— 因为没有足够的经济实力在澳洲逗留一段时间，也没有足够的资金承担回程的路费，所以一般被定义为Low Value的旅客，而且基本上都被认为对澳洲的社会和经济没有很大的贡献。
3. 哪些人需要申请408豁免呢？ 简单来说就是三类人：
a. Visa Holders，也就是持有有效澳洲旅游签或者其他可入境签证的人士；
b. International Students;
c. Foreign Visitors;
d. Skilled Migrants; 但是！！不是所有人都可以申请的哦~ 像题主说的游客们、留学生和短期访客当然是可以申请的啦～但像我这种pr和公民就要看看是否符合条件了………
4. 如何申请呢？ 首先，你要准备好你的护照，澳洲的visa holder还需要提供你的签证复印件。 然后你需要准备以下材料(以访客为例)： 1. Your passport， including any valid travel documents if applicable（比如有美国绿卡的同学就需要提供）
2. The date & reason why you were in Australia at time of border closure：
a. To visit family members， who are Australian citizens or permanent residents — include dates when you arrived in Australia with details of their relationship to you.
b. For holiday purposes — specify whether this was business or leisure travel， provide evidence from accommodation providers such as Airbnb hosts confirming booking details on specified dates of entry into Australia， tickets for flights or cruises entering Australia which match arrival times entered.
c. Medical reasons — state medical condition and how it affects ability to return home safely， along with supporting documentation such as medical certificate by doctor or specialist.
d. Other valid humanitarian grounds e.g． childbirth in Australia requiring immediate departure of parent or carer. Provide specific justification based upon circumstances.
3. Proof of financial situation showing that you can cover living expenses while not working， plus enough money for travel and other costs associated with leaving Australia once border restrictions have been lifted：
a. If travelling via airway — ticket
